They lack the ability to coordinate their efforts but the flood will spawn spontaneously and spread by infecting sentient life forms specifically those that are self aware and capable of introspection. The flood is a highly infectious parasite which is released several times during halo s story. The gravemind starts out as a proto gravemind which is created by fusing the biomass of sentient life and after enough bodies are merged into it it will gain self awareness becoming a gravemind.
